I would recommend. The dry suit anytime after September. The water is cold. We saw many families with children, some on backpacks or in carriers, older ones walking on their own. Make sure to check well in advance for rain up river for there is a chance of flash floods in the Narrows.
I have only been there in the months of June and July the water is cool but very welcoming due to the Heat. My kids started hiking up the Narrows as young as five-years-old walking sticks or hiking poles are very recommended it is very difficult to navigate the Rocky River. There is a lot of silt that doesn't allow you to see your feet it is not slippery per se but it's just a slow progress. The kids were able to manage a three to four hour walk up the Narrows. We did bring plenty of water and food. Taking your kids up there depends on your children's exposure to hiking if this is their first hike ever then I don't think they would be able to tolerate it for very long but they've been exposed to some hiking and their past they would very much enjoy it. During the summer I saw multiple people wearing some sort of dry shoe I don't think this is necessary we have always hiked in our sneakers and I've been in the Narrows as long as 9 hours and never had an issue.
I would also recommend keeping an eye on the weather forecast up to a week BEFORE and during your trip. If there's been rain in southern Utah where the run off will be feeding into the narrows, you could have a chance of flash flood conditions.
