Nobody from DMV reads these questions. That said, if there's a service window separate from entry (like in Springfield) I'm sure you could ask the attendant anytime; they seem really nice in that office.
yes, just ask at the service window located to right of the entrance. It is also available online.

You can get it online, but the Springfield DMV has a walk up window ...you could just ask the lady to give you one ....
