Depends on the location. At the Daly City one in Serramonte, the only frozen fish are the Ahi Tuna, Swordfish, and Tilapia. Everything else is fresh. This was confirmed by an employee/manager at the location. Be sure to ask before ordering as well.
I'd say most likely "frozen" but I can't really say for sure. But then again what isn't in United States right?. Well here in United States, if it ain't "frozen", it ain't considered "fresh". Since I'm from Asia so take it from a guy who seen and smelled what actually is "fresh".
