Sure. It better be waterproof and have a lanyard, if you want to see it again. I've seen people take theirs that were in a waterproof case and everything was fine. I've also seen people take theirs in what they thought was a waterproof case, and it never worked again. I've also found phones at the bottom of the river.
Wouldn't recommend while rafting... disposable camera sure. Raft guide has radio etc if emergency
You can bring your phone inside the building to purchase your adventure but I highly suggest you don't bring it on the raft when you guys go to the water. Unless you want to take a chance of it falling in. We went in October and the waters are pretty calm but now it's like more hot out, the waters Maybe more treacherous. Just be careful
