They will for sure have something planned for such a special occasion as they do for most holidays and special events throughout the year. No you don't have to make a reservation but I would recommend doing so, because there is usually a wait, like I said for such occasion there will probably be a long wait. Well they did bring famous singers to the restaurant s On Christmas so they'd probably do something for new years eve.When i go to Ishtar they usually assign u a table so i dont think that u have to make a reservation
