No they sell seed packs for other plants at the gift store....but no they don't have any Rose bush starts ....
You can pick up free plants at the end of the Rose Festival from the Pioneer Square floral display. More details on their website.
They did not have any plants when I was there a few weeks ago, just some standard seed packs in the gift shop.
They have some plants in pots for sale plus seeds.
I'm not aware of any rose plants for sale there. There is a gift shop that could have something.
