No. First time licenses are the exception to the appointment rule. Or at least they were as of last week. All you need to do is show up and they will take you before most of the rest of the line
there are opening you just have to find one that's opened. try Oakland. they were great and I got an appointment pretty quicklyyou can get an appointment if you find a location that's open. try the Oakland New Jersey location I got appointment pretty quickly and they were great
