No Ikea Renton no longer has powered chairs, they had them in the old store but did away with them now. They have wheelchairs now.
Yes. Upon request at the entrance desk, they arrange. But these are few in number and can have longer wait times to get one if being used by other customers

Most Ikea locations around the US do not have motorized scooters to rent. As this is a new location I would suggest calling to make sure.
According to the FAQ on the IKEA website, they have wheelchairs that people can borrow, elevators, and ramps. Staff can help with loading items. I have not seen motorized carts there.
