Currently you HAVE to start the process online. They won't let you enter the building unless you show them that you've already completed all of the online portion of the DL renewal. Including uploading your proof of identity and proof of residency. Once that is completed you will get a confirmation # on a page with a red stop sign icon on it. Bring the paperwork you've uploaded and show that confirmation number and they'll let you in to complete the application. (I did this about 2 weeks ago for my expired DL)
You can save time by filling out an online application. Why were you not able to pay for it online? Maybe you need to complete the real ID requirements also which can be uploaded online before you go!
Visit the website, create an account and follow the instructions to renew online. They won't send you in for a visit unless you have fines to pay
