This is Atlantic city and I don't see why it's not allowed. But to be on the safe side I would call ahead and ask. The place opens at 10am.
They have tables but it's cramped, people come here for the food not to linger. You would be better off ordering it to go and eating and drinking somewhere else.

They definitely don't serve any booze in the place. I've never seen anyone bring in beers, but I don't see why not.
