They allow service animals (animals trained to perform a task) but not pets or frivolous "support animals".

I apologize on that I do not know if they allow the dogs in the stores but I'm sure they allow outside but then you would have to leave your dog in the car and I don't think you want to do that so the answer is I do not know. Your best bet is to call the Empire Center to see if they allow the dogs. Have a great day.

They do not allow dog, if you have a mini dog you can carrie into your bag but not walking. It was happened to me once.
Maybe but registered/licensed service animal should be ok
