People do it even though they shouldn't. Seen dust ups between people that forget dogs are dogs.

Well-behaved dogs are socially approved to be off-leash, though technically it is not a dog park and you could get ticketed (though I’ve never heard of that happening here). Generally, the dogs are friendly and it’s a lovely place to be. I will say, though, that there are some dog owners who allow their pets to wander rather far without supervision and that can cause issues with other dogs (even well-behaved pets can react unpredictably around strangers). Many of the dogs are rescues, mine included, with unknown pasts and traumas. It’s important we all stay vigilant and responsible for the whereabouts of our pets at all times. Also, coyotes have been spotted several times in the area. Be careful, especially with smaller dogs.

They are not supposed to, but if you can control your dog, people let them run around and play with other dogs.
