Some people go to the mall before the stores even open up and they are taking walks inside (not in the actual stores). So i think they could take their dogs. But that could also account for tge weird odor at times.
I saw a couple of dogs there last week didn't think that they were service dogs. I don't think you can bring dogs to the Northridge Mall
