Not recommended to do that. From a legal perspective; no you cannot. According to the Dublin police it's prohibited to swim/wade. From a citizens perspective; you can touch but be careful. Rocks are slippery and it can be dangerous to wade due to sudden changes in water depth. Currents are swift and can knock you off of your feet. Keep and eye on any child or even adult in the water as the current may change drastically. Sitting by the edge with your feet or hand in won't hurt but still be cautious.

AFAIK, the signs there say nothing about wading. Swimming is specifically prohibited. Steps were built going down to the stream bed, suggesting permission to do that.
