There is a grassy area that I saw families with children sitting at, like Sara said, not sure if it's a "play area" though.

No but there is a cable car that runs through the center. Kids love to ride that when its running.
There is a trolley forbthe kids and some days(mostly summer, i think), they have activities for the kids. There is grass to play on, but i don't think there is a formal play area
