Pretty cool, yeah. It's quieter, so you can shop like a human, not a sardine. Plus, folks in the shops are a little bored, so they will take care of you. Bring an umbrella!
Yes, bring a warm jacket as well. The path you walk to see all the stores is outside and uncovered. It's only when your at the farmers market that you'll get a little coverage from the rain and that's if your not inside shopping at one of the stores or eating in one of the restaurants. It's nice place to visit but remembers there are other places near by like The Beverly Center as well.
