Wouldn't recommend it. There's no safe entry point, fast moving and cold water.
Swimming in the pool at the base of the falls is not allowed: the temperature of the water and the power of the currents make it dangerous. There is swimming and canoeing and boating on Lake Britton in the Park.
I don't believe it is allowed, but I wouldn't recommend either due to the cold.
