I would like to know, if you want to have a picnic at Holter Lake do you have to pay a day fee?We will not set up camp or use the fire pit, though.

Just find a spot. There are envelopes somewhere near the entrance to the parking lot

There are parking lots near day use areas at Holter Lake, Log Gulch campgrounds. There is a third area just beyond Log Gulch that is day use specific (can't remember the name). Log Gulch and the 3rd area are both more day use friendly than Holter campground.

You'll still have to pay $5 for parking.
