I don't know for certain about the legality/permission but I have seen it on some areas of the pavement so would think as long as it's not obscene or otherwise disruptive they look the other way at the very least.
WOW. Sorry but you can't play hopscotch without chalk. I see birthday parties, memorials where they set balloons off. Wayyyy more dangerous. Nobody saw any of her chalk art work. (I wipe it off) My daughter will use just about any medium, turn into Pablo Goose-Poo-Casso with the excess of excrement.
Some organization has, in the past held a chalk drawing day during the summer months in the park. Otherwise no.
