For the inside, I lean towards no. Stools are not moveable, making it difficult to get comfy around the counter. Additionally the place usually has several guests at all hours and the pathway doesn't allow much extra space. The outside would be an option, weather permitting.

Probably not, there is a curb around the lower edge of the counter that would prevent the chair from getting close enough, and it would likely be too low anyway. The stools are also attached to the ground, so there might not even be space for a chair to fit
There is one wheel chair spot inside in summer no problem outside seating at tables
Since you asked two different questions, I'll try to answer both. Is it wheelchair accessible? Yes, you can get inside easily. Is the counter low enough to eat? No. While the counter is tall, they do, however, have two or three tables inside that are standard height. You would have no problem eating at the tables while in a wheelchair.

The floor is not raised. However There are bar stools around the bar that are screwed into the ground.
