Yes, as long as your final destination isn't a higher number zone than what your ticket has. For example, if your ticket is to Oyster Bay (Zone 7, the number on your ticket) you can ride any line to any station zone 7 or lower. But if you want to go further out, like Ronkonkoma (zone 10) you need to get a ticket either from zone 7 to zone 10 (in addition to your 1-7 ticket) or a brand new Penn station to Ronkonkoma ticket. That said. If you mean between subway and lirr, only when they announce it during service issues.
