how do I reserve a rental car? I tried thru Hertz on site? But the hours of operation are a very small window and my flight times are outside of their hours. What are my options?

Are you flying in? If so, I think they make arrangements to have someone there as necessary. If you are not flying in just rent local. Maybe Enterprise will pick you up?

I'm flying in from Charlotte and my flight gets in at 1:55pm. I need to rent a car to drive to Athens. My return flight is at 8am. Hertz opens at 7am but I'm assuming drop off doesn't require the office to be open.
