From website: "Lower Sherando is the largest lake, encompassing 25 acres of cool, spring-fed waters. Upper Sherando Lake is the smaller lake at 7 acres, available for fishing only. The lower lake is available for swimming, fishing or relaxing on the sand beach" I don't think anybody or anything is allowed in the upper lake.
It's only for fishing, unless it is used for fishing. They have a swimming lake.
The upper lake is the one with the dam I think. I never seen a boat or swimmers in that one. I would check the website.
