No. There is no way to get under the falls without getting directly getting in the canal and it isn't safe. There are snakes, plentiful in the water.
I would highly recommend against it. It wouldn't be pleasant anyway.
Much better and safer places to swim. There are signs warning you not to.
You really shouldn't...it's not safe!!
Nobody will stop you, but it's not a very good swimming area.
