No costumes, masks, or make-up. From the Kennywood website: Please note: Outside costumes, theatrical make-up, and masks are NOT permitted to be worn into the park during Phantom Fright Nights. No outside food or beverages are permitted. You are not allowed during fright nights because otherwise it could become dangerous for the customers and employees. Also if customers were dressed up, the employees wouldn't know who to scare

You are not! Idk why, but also no food or drinks, they will take them off you! Im guessing so they can tell employees from customers.
