Weekdays could be better. You have a good chance of receiving service and finishing before noon as long as you arrive before 6 am and secure your spot in the long line. Numbers are distributed at 8. Those first in line get to leave earlier and those at the end of the line are probably done by 4pm. Again, how early you arrive, determines how long you'll wait in a cooler morning vs hotter afternoon.
Anytime you go you have to wait for long hours. If you are there by 6:30 AM higher chance of getting in. Also you should receive a token at 8, so you would know if you will be serviced that day.
I'll suggest go on any weekday and somewhere around 4:30-5:00 am will be perfect
