No I was getting my car inspected at the wayne location and at 8:30am there was nobody. However I believe you need an appointment. Good luck.

Last time I just went to drop off some plates, I had to wait in line for the receptionist about 20 minutes, dropped off my plates and left. About 30 minutes total, but if you have other tasks you'll be there longer. Everybody else seemed to have an appointment, so make sure to have an appt. beforehand.
