All I know is when you're done with license plates you're required to return them to motor vehicle and get a receipt. For this you do not need an appointment. I believe you can still use old license plates transferred to new car most people get new license plates.be careful almost everything you do with motor vehicle you have to register online to make an appointment before you go there!! Or you can call them and set up an appointment!!!
