Hi my husband is coming to NJ from Nepal next year. If he already has a drivers license in Nepal does he have to give written test and road test again? If yes , does he have to wait 3 months after written test for road test like anyone else?

Yes he will most likely have to retake both written and road tests. No he will not have to wait 3 months.
