While there are games aimed towards kids, they are few and far between compared to other establishments that are geared towards kids in general. Additionally, Dave & Buster's has a policy whereby any minors must be accompanied by an adult at all times. I found that the Happy Valley location of Dave and Busters is not quite as loud as many of the other establishments are as well.
Aye, there are a wide variety of games, from children to adult! Be aware that it is quite loud in the arcade section, though, so younger children shouldn't be there for too long.
