No, its a vehicle center only now so mainly registration and titles. You need to locate a licensing center on the MVC website but BEWARE, many are closed due to Covid and some are switching to appointment only. Www.mvcnj.gov

I dont think their doing road tests.

I dont believe they do, i didnt see that option when i went last week
