Meter parking along the PCH and streets around the park. Also parking lots with pay kiosks along side of the main street. Parking enforcement is serious!
There is an underground parking beneath the park. It is a one time entry. 8 USD for one time. Once you park, just take uber for in case you want to go somewhere else nearby in restaurants as parking at other places is much more expensive.
Sundays are good for parking; the metered parking is free. And if you want to go other places around downtown, The Harbor, Petco Park, Seaport Village or Horton Plaza, you can take the Silver-Line Trolley. It stops at all the places mentioned.
