No pass required. Some areas of the river are easily accessable others are a challenge. Some campsites are on the river edge wi th h easy access. The picnic area also provides easy access.
I don't think you need a pass. I was there with my family not too long ago, and no one had a pass. Maybe bring one just in case? And there's a rocky stream nearby. It's pretty shallow so you can fish upstream because people use the stream to swim.
The campsite doesnt require the pass but most of the hiking areas around do. We literally just came home from Beckler today (3Aug), and I went fishing in two spots by the campground. One is a trail by the picnic area in the campground, the camp host told us about it. The second spot was the first bridge you come across when you turn onto Beckler Rd.
