Why are all the phone circuits busy for the past hour when try to contact the store?

In response to the tariffs the USA has placed on steel and aluminum, Switzerland placed a tariff on phone calls to their Ikea central headquarters. Either that, or the recent snow storm brought down some phone lines.

I would imagine the 14 plus inches of snow in the general area may have something to do with it.
