The trail to the falls is broad, even, and mostly (if not all) paved.
We went probably about an hour before park closed. Just a last minute drive to check it out, one evening and there were just a few people. $5. Parking. About 10 to 15 min walk. Little places to sit along the way. If your not use to seeing things like this, it's worth the walk. The Birch trees are absolutely beautiful. We went summer time. Love Colorado!!!
Your best bet is another hiker with a cellphone to call for help.
There are different paths you can take. My Mother in Law has bad knees and stayed on an easier path. There are places you can stop and sit. There is a lookout where you can see the falls from. There are usually tons of people there, if you needed help out. I didn't see any park patrols or anything like that.
Its pretty close to Steamboat
Seems to be fairly remote area. There are a LOT of visitors to the park however so if someone were to fall there are plenty of people around. We actually had to turn around and leave because there was no parking available.
