MVD in Sierras Vista, AZ overtime has evolved to a data entry center. They do not issue driver's license, title, registration etc. They enter data and that data goes to Phoenix and in about a week to 30 days you may or may not get what you requested and paid for. They also do not notify you if the data entry is wrong so when 30 days pass you have to go back in to finds out what happened. In the past you could walk in and get a driver's license, title, registration etc. in less than hour but those days are gone. NOW YOU JUST POOR SERVICE AND LONG WAITS.

My family just moved to Sierra Vista from out of state. We went in to get our AZ licenses and register our vehicles. The first time we went in without an appointment and waited in line for over an hour only to be told that we didn't have the right paperwork to get our licenses. The second time we went in we made an appointment to avoid waiting in line so long. I highly recommend doing that. We had a short wait this time and were able to get everything done that we needed. Everyone was very helpful and courteous this time!

Best DMV experience I have ever had. The lady at the front was so kind and helpful. She made sure to explain everything in detail for me for my future appointment. The next day when I arrived for my appointment she recognized me and welcomed me back. I spent about 30 minutes in line. When I went through the process it was quick and easy. The staff was very professional.

I'm not an employee there, but I was there recently. Yes, they are open. You will need to make an appointment with them to get in, though. Do that through their website (azdot.gov). Plan to be there 10 minutes before your appointment time, and plan for it to take longer than you think it will. They sometimes get behind on appointments.
You should be able to just take your old title and registration to DMV. Bring proof of new address and your identity with you too.

If you're visiting you don't need to register it in AZ. If you're moving to AZ yes, you have to register it within 10 days of moving.
Not necessarily, I went last week, was asked if I had an appointment but got a number ticket and was waited on fairly fast.
Did you print out a receipt? If you did, you're good to go.
