They are not waterproof just resistant. I would take it in and see what they say about it.
Unfortunately a phone with liquid damage is typically beyond repair as corrosion builds on the logic board causing parts of the phone not to work. Once corrosion starts other parts and functions of the phone will start to fail as well. I would recommend taking the phone directly to Apple to see if they have any recommendations.
They do not repair androids and it all depends on the model of your iPhone!
Probably the battery, but check the charger. ( Use different charger in different outlet.) If that doesn't work, take it to this store or other Apple store
