This is the best licensing office I've ever worked with. I believe that is saying a lot as I spent nearly 3 decades in the Navy moving to and through 7 different states and their DMV requirements. As a former government bureaucrat it's tough to read the negative reviews, knowing that these folks are both REQUIRED to adhere to state law AND keep on top of changing legislation, software, and forms. Perhaps a little perspective would help: go to any SoCal DMV after 10 o'clock and discover that your take-a-ticket number no longer exists for that day- the number of people waiting exceeds the hours left. In addition, I suggest trying a little harder to bring solutions rather than open-ended problems to these folks. That takes a little research ahead of time, I admit, but your chances of a positive outcome will dramatically improve. Kudos to Kristal and the whole team there- thankless job but you do it well!

Very slow moving lines due to short staffed but once you get a person they are amazing.

The worst licensing experience ever. Three sloths working at the counter but only one with customers. The two others just sat there fiddling with stuff. 12 people waiting, and none of them lifted a finger to speed things up or acknowledge us. I'd fire all of them.

Yes, just show up - Take a number and sit & wait.
The Anacortes office does not offer driving tests. You will need to contact a local drive school for testing.
I assume you have the title. Just sign on the seller part. Do the mileage part, the price part and give it to the buyer. You'll need to file a seller's receipt at the Dept.of Licensing. If no title then go to Dept.of licensing to file a lost title.

No. Anacortes Chamber of Commerce @ 819 Commercial Ave for vehicles. 1005 Commercial is driver licensing only.
Bring your current WA license, proof of WA residency, proof of US citizenship, and proof of SSN. If your name is different on your proof of citizenship from your license, proof of name change is required. Www.dol.wa.gov provides a list of acceptable residency, name change, and SSN proof documents. All documents must be original or certified. No photo or electronic copies are accepted.
I saw computers at the testing area in Anacortes when I was there 2 weeks ago.
It depends on what you need to do, the time of day, and how many people are head of you. If you've renewed your tabs online, you can walk in to pick them up & be out fairly quickly. If there are title transfers, those take a bit longer. We do recommend doing as much as you can online!
