This area is very nice. We went for the trunk or treat but it was very crowded and a bit unorganized. Crowds of people couldn't figure out which way to go and there were multiple lines for each "trick or treat" tent. By the playground there was only 1 bathroom working so it took 30 minutes of waiting in line. We didn't realize there there were additional bathrooms by the stage. We might be back on a regular day but I'm not sure I'd recommend it for events.

You'd probably have to ask the rec department permission to do that since its part of the city.
Yes, picnic tables and I believe a pavilion.
I don't know if alcohol is permited but food yes, is an open park.
