Stop shutting highways to 1 lane on the weekends…240 to 44 shut to 1 lane no warning UNREAL…At least close on ramps so people quit jumping off and getting back on while highway is a stand still letting them on….

That's a question for the department of public safety. In OK they are separate agencies. ODOT is mostly highway construction and maintenance and DPS does licenses, highway patrol and commercial motor vehicle enforcement. Here's a link to the cmve branch. https://www.ok.gov/ohpcmve/

That depends on the location, but traffic lights on the state highway system that are in an urban area are the responsibility of that municipality.
You need to contact the Oklahoma Turnpike Authority. ODOT doesn't sell or renew pike passes.
You will need to contact the Department of Motor Vehicles (DMV) to get an accurate answer. ODOT does not handle driver's licenses.

Although I do understand your concern, ODOT actually had no jurisdiction over the city infrastructure system... Just highways and interstates. The real question would be, can we find a better use of the maps money? Where is the city's spending reporting?
