Heap office needs to get it together they have people calling knowing they can't reach the office to set up a appointment when the service keeps says there experiencing difficultly with the system repeatly. ASCA you've accept the funds from ODD now do the job.

No it's probably best to call and ask so you get the right one
Yes you can walk in from November 1st to November 13th you have to be there 7 in the morning for the walk-ins they only have a set amount of tickets for each day but if you do if you have a shut off if you are in shut off status or if you are moving from one place to another place the bills must be in your name they do not pay water hope that helps you..
You just have to keep trying, or try w different time.
