They have really cleaned this place up recently. It used to be a homeless encampment that always smelled like pee and trash but now they've done some landscaping and have some fences up. The rats are now enjoying it all to themselves. Glad they updated it, places like this we're why many folks I know avoid downtown

No, there are homeless people at hurt park and there are no parking fees.
Intermittently as a resident no problem but if you are regularly scheduling distributions and accepting donations then you become licensed with the city and state
