Yes you can ask the agency questions about the mother and they should have them on file.

How would I be able to obtain information for adoptions/placements that took place in 1921-1923?

I am not certain but I would definitely check with the Child Welfare/Department of Social Services and see what information they can provide you. I am hopeful that someone there would be able to point you in the right direction.
