Noise permits are City of Albuquerque. City of ABQ, Environmental Health Dept, 1 Civic Plaza, Room 3023. Website doesn't list other contact info.

where do you pay permit fee once approved

The permit application form should have fee submittal information. It will depend on the type of permit.
