4 hours to respond to a ridiculously loud party?!?! Seriously, no one one my street wants to hear that loud circus music for 4 plus hours when we have to work in the morning. Is this such a low priority that we have to take matters in our own hands because nothing by Phx PD will be done, let alone even respond? If I have to confront these inconsiderate POS’s and it escalates, I’ll definitely get an attorney and hold a press conference of why it escalated and where the hell was Phx PD all night?

I'm assuming you're asking should a person be held accountable for selling a vehicle and never producing a clean title? If that's the case then absolutely. Title shows ownership first and foremost. If you give someone money for a car and dont get a title that's a problem. There's nothing to show the car was even theirs to sell. You should absolutely involve the police.
