You're always supposed to have a fishing license any time you go fishing unless you are under a certain age as a child. No matter where. But i will say this. I've never seen a game Warden there.
Yes, people fish here all the time. Some even take small paddle boats out into the water. You can't use anything motorized though. One down side is that the water is deceivingly shallow . The very middle might be 7ft or so. But there are still lots of good fish.
