Why the D.O.T. department create a new rule with the abusive extra charge on luggage and seats? Why is not reflected on the original price including seats and lugg I tink you guys have to put a stop on this malicious activity against the consumer.

The department of the Washington State D.O.T. that I work within mainly just handles the maintenence of all highway and interstate routes that are owned by the state. As far as I know any rules and laws that are made that deal with travel and highway laws are made by state and federal law makers. The DOT just follows those laws. If you want changes made you will need to contact the state and federal lawmakers that represent you to get those changes made.
