There's always a ton of people coming and going so you definitely shouldn't be expecting any kind of privacy or intimate setting. The hotter months won't be kind to nice attire. And depending if you have a party, there could be some accessibility concerns. But the view is pretty amazing if that's your main draw and a drone could probably capture some amazing video. Check with park services regarding any licensing or permits you may need.
It only takes about 15 to 20 min from the bottom to the top. Super easy

There is a large area away from the playground not specifically a dog park, but suitable. Also i think I recall there being dog clean up bag stations in a few areas.
City of Las Vegas says that outing can't include alcohol unless you have a permit.
