I think Pebble Brooke only has 2 & 3 bdrm apartments. I believe rent for a 3 bdrm is around $800. I don't know what how much a 2 bdrm would cost.
No not free you have to pay deposit then monthly rent for the pets who have and if you change pets you have to let office know right away can't just exchange them for each other
They aren't income based. They have income GUIDELINES for renters. You can't make over a certain amount and they are a tax credit property.

they should rent to everyone, theres a lot of diversity in ages and its a good stay in place for if you cant find something better. if they dont rent to you its either, one, theyre out of room, two, they suck, or three, you arent elligible.

I can't remember the deposit amount exactly, but for a 2bedroom, 2 bathroom apartment, it's about $750 a month(before utilities)
