They need attention asap - the kittens can lose their eyes and/or die. I doubt SPCA can offer much help other than a referral to some possible resources. I would contact Calico TNR and His Hands Extended in St. Paris. I will also message the director at SPCA to let her know you have inquired. I would say call there tomorrow. And if you can get some polysporin ointment (be sure it is only that) you can use it in the kittens eyes too keep the infection from progressing.

I've heard others speak of this. it's very great idea! but I would call and speak to those in charge personally about it. if they by chance don't there are quite a few local rescues who may take them. that's very nice of you to help

try reaching out to the owners firstly..maybe its its deaf and cannot hear itself, maybe neighbors on opposite side do things that illicit barking. possibly it needs exercised more by the owners. hopefully it's not just chained up lonely in backyard.if none of that works, there are steps you can take

Animal shelter is on one side of the building a car shop is on the other. Krissi runs and owns the shelter while her husband owns and runs the car shop. They are completely separated.
